Third Street Light Rail Program Phase 2 - Central Subway, Union Square/Market Street Station
The purpose of this project is to construct the Union Square/Market Street Station for the extension of the existing Third Street Light Rail T-Line operating segment from its current connection to the Embarcadero Line at Fourth and King Streets along Fourth Street to Market Street, and then north along Stockton Street into Chinatown.
The bidder is hereby notified that a goal of at least 25% for Small Business Enterprise (SBE) participation has been established for this Contract. The type of work, the value of, or the amount for the Allowance Bid Items, as well as items listed in the Schedule of Bid Prices as an Alternate or Optional Bid Items, if any, will not be used for determining the SBE participation goal ofthe bid. Those items will be calculated toward achievement of the SBE goal as the amounts are expended. In addition to the SBE participation goal established for this Contract, the prime Contractor is required to set-aside 100% of the trucking/hauling work to off haul and dispose materials from the project limits, drywall and framing, and lath and plaster work on this contract to certified SBE firm(s). Bidders are hereby advised that SBE trucking, drywall and framing, and lath and plaster patlicipation listed in the bid WILL NOT be credited towards the 25% SBE participation goal. Bidders must demonstrate that they meet the above set-aside AND additionally meet the SBE pallicipation goal or demonstrate good faith efforts to meet the goal.

Golf Club Bridge Road 24" Water Main Relocation Project
This project involves the relocation of a main south of Golf Club Bridge Road.
The work for this project may include, but is not limited to, the following: installing approximately 200 linear feet of 24-inch diameter steel water pipeline and appurtenances south of Golf Club Road Bridge, installing tie-ins to the existing 24-inch diameter steel water pipeline, installing a butterfly valve, installing, operating, maintaining, and removing a temporary creek diversion system and dewatering facilities, installing temporary fencing, installing erosion controls, and abandoning approximately 170 feet of existing 24-inch diameter pipe.
Bidders may obtain copies of the bidding documents at 2411 Bisso Lane, Concord, CA. A non-refundable charge of forty-five dollars ($45) in the form of a check payable to Contra Costa Water District will be required for each set of documents. A set of the documents may be obtained via the mail upon payment of fifty-five dollars ($55) per set. Disparity Study II Public Hearing
The California Department of Transportation (Caltrans) is conducting an Availability and Disparity Study that will assist Caltrans and local governments in implementing their Disadvantaged Business Enterprise (DBE) programs in accordance with 49 Code of Federal Regulations Part 26.
The Study includes an analysis of the experiences of vendors and contractors with Caltrans and local agencies in connection with implementation of their DBE Program, and involves an analysis of whether or not there is evidence of discrimination or its effects in the transportation
contracting industry in California. The California transportation contracting industry includes contracts funded by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) which are administered by Caltrans and local agencies as a primary recipient and sub-recipient of FHWA and FTA funds.
You are invited to participate in public hearings that will be held statewide (schedule enclosed) in each Caltrans district. The purpose of the public hearings is to obtain personal testimony and accounts of experiences and incidents by vendors and contractors in the California public
transportation contracting industry. Thc information Caltrans is seeking includes, but is not limited to:
- Whether or not firms face difficulties or barriers when bidding as prime contractors, subcontractors, or suppliers.
- Whether or not business owners believe they have been treated fairly or unfairly based on their race, ethnicity, or gender.
- Whether or not prime contractors solicit, or fail to solicit, bids or price quotes from DBEs on non-DBE goal projects.
- Whether or not there is a level playing field for firms in access to capital, bonding, and insurance.
