October was full public works news at all levels of government, and below we've distilled the biggest stories into bite-sized news briefs.

At the state and local level:
  • A San Francisco bond measure that would raise $248 million to repave the city's streets and repair sidewalks, stairways, bridges, and tunnels has gained an influential new supporter. In mid-October, the Engineering and Utility Contractors Association (EUCA) Board of Directors voted to support Proposition B, which is also known as Road Repaving and Street Safety Bond. EUCA President Rob Layne said that "this kind of funding is badly needed, not just for jobs in construction, but for our deteriorating roads and sidewalks as well." Voters have not approved similar measures in recent years.

  • The California Treasurer's Office was successful in its October bond sale, and approximately $450 million is earmarked for Department of Transportation (Caltrans) projects. The cash will be used to fund existing Caltrans construction projects and will allow the department to recommend additional bond projects.

  • The California Supreme Court will hear oral arguments for California Redevelopment Association v. Matosantos on November 10. The lawsuit lawsuit challenges the constitutionality of the state's plan to eliminate redevelopment agencies (RDAs) unless they agree to pay $1.7 billion for FY 2011-12 and $400 million in subsequent budget years. RDAs use a portion of property tax revenues to revitalize depressed or blighted neighborhoods by constructing low-income housing, roads, business districts, and parks. Proponents claim that RDAs provide much needed jobs in these communities, but detractors counter that they are wasteful and that the money allocated to them would be better spent on education and social programs.
At the federal level:
  • President Barack Obama's jobs package has been shelved by the Senate, but some are hoping to pass pieces of the proposed legislation. This week, Senate Democrats will introduce a bill that would invest $50 billion in transportation infrastructure and approve another $10 billion to capitalize an infrastructure bank. Sens. John Kerry (D-Mass.) and Kay Bailey Hutchison (R-Texas) had originally introduced the infrastructure bank proposal in legislation that was later incorporated in the president's $447 billion jobs act. The measure would be paid for by a 0.7% surtax on incomes over $1 million.

  • Earlier this year, Rep. John L. Mica (R-Fla.), chairman of the House Transportation and Infrastructure Committee, proposed a six-year, $238 billion bill funded by the gas tax, which would cut expenditures from current levels. In October, however, Speaker John Boehner (R-Ohio) directed Rep. Mica to add $15 billion and to find a new revenue source to cover the increase. A gas tax hike is off the table, though House Republicans are considering replacing the gas tax with another revenue source. Another idea being floated would leverage tax revenues from the expansion of oil and gas development to federal lands and offshore locations.
