The Ghilotti Bros. and St. Francis Electric, JV was low bidder on 1/12/23 and has contracted with Caltrans under a fully executed Master Agreement to construct the Middle Mile Broadband Network (MMBBN) infrastructure under a Job Order Contract (JOC) on March 12, 2023. Caltrans is in the process of designing MMBBN infrastructure at various locations and will be issuing Work Orders to our JV to construct each of the different locations. Our JV has identified the above listed categories of work in our Master Agreement as being available for SBE, DVBE and DBE participation. Actual categories in each Work Order will based on the Caltrans infrastructure design for each location. We are hereby soliciting your confirmation that you are willing to participate on Work Orders under this JOC. We are requesting your complete and return the information below.
SBE, DVBE and DBE firms willing to participate will receive a solicitation to provide a quote for a Work Order based on a “Yes” answer below that you are willing to participate on the JOC.
Other subcontract trades and suppliers are encouraged to contact us for opportunities.

Non-DBE Subs/Suppliers: You are encouraged to carry a proportionate percentage of 2nd-tier SBE / DVBE / DBE participation with your quote and this participation will be evaluated with your price.

NOTE: Contractors License Number, DIR Registration Number and DBE Cert Number (or other agency) must be listed on any quote submitted to GBI. 100% Payment and Performance Bonds as well as Insurance Waiver of subrogation are required of subcontractors. Ghilotti Bros. and St. Francis Electric, JV intends to work cooperatively with all qualified firms seeking work on this project. Certified SBE’s, DVBE’s and DBE's please contact us if you need help obtaining bonding, insurance, lines of credit, equipment, materials, supplies or some other form of assistance in order to participate. Subcontractors must possess a current contractor's license, insurance and worker's compensation coverage and will be required to enter into our standard contract. Please note that this is a prevailing wage project and Ghilotti Bros. and St. Francis Electric are Union signatory. Subcontractors will be subject to the terms and conditions of Ghilotti Bros. and/or St. Francis Electric’s subcontract and safety documents which are available upon request.
