Project Details

Daymark Energy Advisors, Inc., is currently preparing a response to an RFQ from NYMTA. If we qualify, we will be eligible to submit bids for future specific work scopes. We are seeking participation by highly qualified WBE and SDVOB consultants in submission of qualifications to the NYMTA to provide services in one or more of the following areas (as described in the NYMTA SOW for RFP 16098):

1. Regulatory, legal, and regulated supply management advisory services including, but not limited to, advising on all aspects of the regulatory process, including ratemaking process, rate cases and other regulatory proceedings support, including legislative and litigation support, assistance in tariff analysis and auditing, and assistance in negotiating energy supply contracts • Energy markets, competitive supply management and risk management advisory services including, but not limited to, providing energy procurement and cost management advisory in the areas of competitive procurement/supply management, completing periodic energy cost analysis and energy market studies that help identify market, operational and financial costs and risks associated with energy market dynamics, and analyzing and making recommendations to MTA on its fuel purchase options, contracts, hedge strategy, and assistance in negotiating energy supply contracts
2. Revenue, non-revenue fleet and other transportation electrification advisory services including, but not limited to, providing electric cost estimates to support the MTA’s effort to incrementally electrify its bus fleet and identifying the lowest possible operating and capital costs for MTA transportation electrification at various locations, advisory services related to electric rate options analysis, including delivery and supply cost optimization analysis that will provide the MTA with reliable ongoing operating budget estimates
3. Consulting services in support of utilizing existing MTA assets for potential heat recovery opportunities by identifying assets such as deep wells, pump rooms, and fan plants, which would provide nodes for extracting thermal energy that could be used either by MTA facilities or by neighboring non-MTA facilities, identifying opportunities to collaborate with public and/or private organizations, defining a strategy to pursue relevant incentives and grants, providing consulting support for analyses including cost-benefit analysis, estimated generation capacity, maintenance and lifecycle costs, impact on carbon footprint and estimated revenues for the MTA
4. Energy policy advisory services including, but not limited to, providing advice on the development of all-MTA sustainability and energy policy framework, including the development of intra-agency strategic and tactical initiatives, incentives and reporting requirements and assisting in developing energy reliability and contingency plans
5. Utility bill auditing including, but not limited to, utilizing MTA Energy Management System (EMS) to evaluate each billing component to confirm that the bills reflect the utility’s tariffs, rules, and regulations; verifying that the MTA is billed at the best available rate; optimizing rates to lower future costs; identifying and obtaining refunds from past billing errors; identifying relevant exemptions and discount programs; and comparing the facility or traction power substation usage to that of other similar facilities or substations in our extensive database to uncover billing discrepancies
6. Sustainability advisory services including providing advice, analysis, and implementation assistance for energy audit and efficiency programs and measures, analyzing and providing recommendations on renewable energy, including solar, and alternative fuel vehicles with emphasis on economic viability and return on investment including evaluating commercially-available incentives, grants and investment tax credits, ensuring implementation of power projects by leveraging new technologies, including installation, design and training, while managing and mitigating risk
7. Energy data management services and cost benefit analysis including, but not limited to development of energy cost control tracking systems, such as submetering, as well as management processes which include completing energy efficiency, demand reduction and new technology review, including evaluating MTA’s metering and submetering billing processes, AMI and Energy Management Software advisory services and identifying ways to improve energy data management and billing processes
8. Technical and engineering services including assisting MTA in such projects and studies as required, including projects involving the feasibility, installation, mobilization of energy storage systems, analysis of available and captured regenerative braking energy, and projects involving collaboration with agency operations, maintenance and signaling teams to eliminate risk of disruptions due to various factors including electromagnetic interference; assistance with electromagnetic interference testing as required
