QK is seeking DBEs to make up at least 20% of the work for Category 1: Environmental Services for the RFQ for On-Call Consultant Services for the County of Tulare. QK is seeking subconsultants for the following: Acoustic/Noise Control, Systems Safety/Risk (including Hazardous Materials) Assessment, Geotechnical Engineering, Archaeological/Cultural services, Traffic Engineering, and VMT Analysis.
The tasks for the scope of work for these specific technical support services may include:
1. Cultural and Biological Resources
Consultant must demonstrate expertise in addressing cultural and biological resources in compliance with CEQA and NEPA. Specific tasks may include:
• Cultural Resources
o Conducting field surveys, impact assessments, and cultural resource research for archaeology, architectural history, and paleontology.
o Coordinating with tribal representatives, providing worker awareness training, and monitoring construction activities.
o Preparing regulatory documents such as Archaeological Survey Reports, Historic Property Survey Reports, Historic Resources Evaluation Reports, and Finding of Effect documents in accordance with Caltrans Standard Environmental Reference (SER).
• Biological Resources
o Conducting habitat assessments, species surveys, and biological impact analyses.
o Preparing reports, such as Natural Environment Studies, Biological Assessments, and Aquatic Resources Delineations, in compliance with Caltrans SER and other agency standards.
o Developing species mitigation, revegetation, and restoration plans, as well as coordinating regulatory applications for permits from agencies such as the U.S. Army Corps of Engineers, California Department of Fish and Wildlife, and the State Water Resources Control Board.
3. Environmental Technical Studies and Issue Area Analysis
Consultants may be tasked with preparing specialized studies to support CEQA/NEPA compliance, including but not limited to:
a) Geology/Soils
b) Hydrology and Water Quality
c) Biological Resources
d) Historical/Cultural (including Tribal Cultural) Resources
e) Air Quality/Greenhouse Gases/Health Risks
f) Transportation/Traffic
g) Agriculture/Land Use
h) Aesthetics and/or Visual Impacts
i) Noise
j) Systems Safety/Risk (including Hazardous Materials) Assessment
5. Phase I Initial Site Assessments (ISA)
Consultants may be tasked with conducting ISAs to identify hazardous materials that could affect project feasibility or constructability. Tasks may include:
• Evaluating lead-based paint and asbestos-containing materials.
• Reviewing records, conducting site reconnaissance, and preparing ISA reports with findings, conclusions, and recommendations for further study, if warranted.
• Providing iterative ISA report submittals (draft, revised draft, and final).
6. Environmental Monitoring During Construction
Consultant must demonstrate experience performing pre-construction, during construction or postconstruction monitoring. Include specific references to highlight understanding of:
• Pre-construction surveys for sensitive species and habitats.
• Monitoring construction activities for biological, cultural, and tribal resources.
• Coordinating with regulatory agencies to implement Mitigation Monitoring and Reporting Programs (MMRPs).
• Providing worker training, artifact identification, and mitigation implementation, including revegetation and habitat restoration
