The project involves rehabilitation and replacement of sewer mains and laterals in various locations throughout the City of La Mesa. Work includes open trenching, manhole installation, point repairs, trench paving, bypass operations, and associated restoration.

This is a public works project under a Project Labor Agreement (PLA) and is funded in part by the Clean Water State Revolving Fund (CWSRF), requiring compliance with federal DBE participation goals, Davis-Bacon wage rates, and American Iron & Steel (AIS) requirements. All subcontractors must be registered with the California DIR at the time of bid and comply with Labor Code Section 1771.1(a).
