Walsh Construction is soliciting proposals from certified (DBE) Disadvantaged Business Enterprises to participate in an early work construction scope on the Pure Water Project Las Virgenes-Triunfo. The scope of work includes, but is not limited to:

Site clearing and grubbing of approximately 4.3 acres of undeveloped site in Agoura Hills. Demolition and removal of forty (40) trees, primarily oak species. Each tree will require a two-day demolition process due to the presence of bats in the trees. Schedule coordination for tree demolition with a biologist hired by the Project Owner will be required. Procure and install trench plates and I-beams spanning one existing riverine to allow for construction equipment ingress/egress without affecting the existing riverine. Install a 40 ft wide concrete driveway for site ingress/egress. Subcontractor to provide water truck and operator for duration of subcontractor's scope of work to mitigate risk of fire and excess dust at project site. Optional installation and maintenance of on-site SWPPP BMP’s (option will extend scope duration until January 2026).

This work is located in an environmentally sensitive and protected area, and a significant portion of the scope includes compliance with environmental regulations and requirements set forth by local, state, and federal agencies. Subcontractors must be prepared to adhere to these stringent environmental standards.

Due to biological restrictions caused by bat and bird nesting seasons, our window to complete all tree demolition and site clearing is between 09/16/25 to 10/31/25. Subcontractor must perform work within the hours of 7:00 AM to 5:00 PM, Monday through Friday.
