Shimmick Construction Company, Inc. is a Prime Contractor requesting bids from DBE certified Subcontractors/Professional Services/Suppliers for the following project:

Carpinteria Advanced Purification Project Advanced Water Purification Facility
BID DATE & TIME: TUESDAY, OCTOBER 21, 2025 @ 3:00 PM
Bids should be received no later than 2:00pm on October 20, 2025, quotes received after the time listed may be considered non-responsive.

General work description:
The Advanced Water Purification Facility (AWPF) construction includes demolition of existing structures, soil improvements (deep cement soil mixing, helical anchors), civil site work and grading, concrete construction, building and canopy construction, yard piping, mechanical, electrical, instrumentation, controls, SCADA systems, and equipment installation. The Project specifically includes the following elements:
• 200,000-gallon buried concrete equalization (EQ) tank with the UF system feed pumps and plant water pumps for the existing CSD WWTF and UF disc filter system located on
top of the tank.
• 8,200-sf AWPF process and operations building consisting of the UF system, RO system, UF and RO CIP systems, RO feed tank, RO flush tank and pumps, and UV/AOP system with exterior 1,000-sf canopy, 10,000-gallon buried concrete purified water clearwell tank and pump station, purified water stabilization, 2,500-sf chemical storage area and feed facilities, 40,000-gallon buried concrete waste equalization tank and pump station, electrical room, and support spaces. The CMU building shall include 630-sf support area
for control room, break room and restrooms.
• Soil stabilization via cement injection is required under the AWPF building and helical anchors under the EQ tank.
• Chemical feed pump skids added to the existing chemical feed facility at the WWTF.
• Equipping two (2) groundwater injection wells (drilled under separate bid package).


Scopes of work requested, but not limited to: Concrete, Dewatering, Masonry, Structural Steel, Steel Joists, Metal Decking, Metal Framing, Cabinetry, Standing Metal Seam Roofing, Metal Siding, Single Ply Membrane Roofing, Flashing and Sheet Metal, Hollow Metal Doors and Frames, Fiberglass Doors and Frames, Overhead Coiling Doors, Glazing, Ceramic Tile, Flooring and Base Boards, Interior and Exterior High Performance Coatings, Toilet and Bathroom Accessories, Laboratory Casework, Plumbing, HVAC, Electrical, Helical Piles, Asphalt, Chain Link Fence, Landscaping, Pumping and Industrial Equipment, Deep Soil Mixing/Soil Improvements.
Shimmick Construction will conduct itself in good faith with all firms participating in this project. Items of work may be broken down into economically feasible packages to encourage DBE participation.

Please note Buy America, Build America and America Iron and Steel requirements apply to this project, please refer to the specifications.

Shimmick Construction requests that Non-DBE subcontractors provide lower-tier DBE participation. Bidders are requested to indicate any lower-tier participation information so it can be evaluated as part of their quote.

CONTRACTOR REGISTRATION REQUIREMENTS: Labor Code Section 1771.1 (a) A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
Bids submitted will confirm the acceptance of the terms and conditions of SCCI's Standard Long Form Subcontract or Purchase Order, available upon request. A Subcontractor/Supplier providing a proposed bid/price will be viewed as accepting SCCI's Standard Long Form Subcontract or Purchase Order-100% Performance and Payment bonds are required for subcontractors; material bonds are required from all suppliers. Shimmick Construction will pay bond premium up to 2%. Subcontractors/Suppliers will be required to abide by terms and conditions of the AGC Master Labor Agreements. All proposers are bound by the prime contract terms and conditions, including payment provisions. Insurance coverage is required as set by the prime contract and/or Shimmick Construction whichever is greatest. Minimum insurance requirements: General Liability $1M-Per Occurrence/$2M-Agg/$2M-Completed Operations; Excess Liability $5M; Auto Liability $1M; Workers Comp & Employer Liability $1M. Project specific insurance requirements are provided in detail the Special Conditions. The listing of a Subcontractor/Supplier is not to be construed as an acceptance of all the conditions or exceptions included with the price quote. Shimmick requires that Subcontractor & Supplier price quotes be provided at a reasonable time prior to the bid deadline to enable a complete evaluation.
