We are seeking qualified DBE firms to bid on the subject project primarily consisting of bituminous milling, hot-mix asphalt paving and reconstruction of airfield electrical works for Runway 4-22 at Greenville-Spartanburg Airport (GSP).

The project also requires material haulage / trucking, HMA crack sealing, temporary and permanent airfield pavement markings, saw-cut grooving, erosion control measures, surveying, joint and crack repair, concrete pavement repair, topsoil and seeding. The project is anticipated to start in April of 2026 and finish in November 2026. The project has a DBE goal of 10%.

We require all subcontractors to provide insurance coverages in accordance with the project requirements. All subcontractors will be required to provide a payment and performance bond for 100% of the value of the subcontract. Lagan will provide a link to interested subcontractors through our procurement system to download all project bid documents.

The project is subject to the Davis-Bacon Wage Act for all laborers and mechanics:
