RTA Construction, Inc. is soliciting proposals and quotes from all Disadvantaged Business Enterprises (DBEs) for the Burney Water District - Water System Improvement Project. PACE Engineering receive such bids on behalf of Burney Water District at the PACE Engineering, 5155
Venture Parkway, Redding, California, 96002, up to the hour of 2:00 p.m. local time, on February 19, 2026, at which time the bids will be publicly opened and read aloud. The Project consists of improvements to an existing booster pump station (installing a new emergency backup generator and ATS and replacing pumps, piping, MCC, MSB, and control panels); improvements to three existing water storage tanks (coating tank interiors and exteriors and installing antennas and control panels); improvements to three existing wells (replacing pumps, motors, and piping; new electrical; and building upgrades and repairs); and constructing a new central electrical and control building for the three existing wells (new MSB, MCC, control panels, and chlorine room). A non‐mandatory pre‐bid conference will take place January 13, 2026, starting at 1:30 p.m. at the office of Burney Water District, 20222 Hudson Street, Burney, CA 96013. Engineer's Estimate: $5,700,000 to $7,000,000.

RTA Construction, Inc. is requesting quotes from DBEs for all disciplines of work involved with this project including but not limited to, the following items: 1) Well 6, 2) Well 7, 3) Well 8, 4) Disinfection Building, Yard Piping, and Generator, 5) Booster Pump Station and Control Relocation, 6) Ivan Marx Tank, 7) Timber Ridge Tank, 8) Mountain View Tank, 9) Sheeting, Shoring, and Bracing, Complete for the Lump-Sum Price, 10) Materials On Hand, 1001) Tank 3 Demolition. All disciplines of work involved with this project including, but not limited to, the following examples: Excavation, Grading and Backfill, Stormwater Pollution Prevention Plan (SWPPP), Demolition and Site Prep, Electrical and Controls, Building Upgrades, HVAC, Roofing, Concrete, New CMU Building, Paving, Yard Piping, Site Work, and Rebar. We will work with interested DBEs to create custom scopes of work/supply to meet their particular needs. We will encourage a consortium of DBEs when any particular item(s) of interest are too large for one DBE firm to handle individually. We will work with interested DBEs to divide total requirements into economically feasible, smaller tasks or quantities to permit maximum DBE participation.
