WALSH CONSTRUCTION COMPANY II, LLC (WALSH) IS REQUESTING BIDS FROM ALL DBE/MBE/WBE/SBE/DVBE FIRMS IN ACCORDANCE WITH CLEAN WATER SWRCB/USEPA SRF, WIFIA FUNDING, AND DEPT. OF INTERIOR PGM
Walsh is proposing on the Progressive Design Build of the Pure Water Antelope Valley Advanced Purification Facility and related facilities. This anticipated project is a joint effort between the Palmdale Water District (PWD) and the Los Angeles County Sanitation Districts (LACSD). This project consists of constructing a new Advanced Water Treatment Facility (AWPF), product water pump station and pipeline, injection wells, tertiary water pump station and pipeline, brine pipeline, and brine ponds. Tertiary effluent from LACSD's Palmdale Water Reclamation Plant (WRP) will be used as feed water to PWD's AWPF, which will recharge the groundwater table for Indirect Potable Reuse (IPR).
At this time, Walsh is seeking proposals from DBE/SBE/MBE/WBE/DVBE firms to incorporate in our proposal, which will be submitted in response to PWD's Request for Proposals (RFP) for this project. We are soliciting proposals for the following services and are willing to discuss breaking out any portion of the work into economically feasible units to facilitate DBE participation: PRIMAVERA P6 SCHEDULING, LOCAL OUTREACH EFFORTS, CONCEPTUAL ESTIMATING FOR PIPELINE CONSTRUCTION, 3D MODELING, SITE UTILITY INVESTIGATION, DOCUMENT CONTROL, CONSTRUCTION PHOTOGRAPHY/VIDEOGRAPHY, PERMITTING ASSISTANCE, STORMWATER POLLUTION PREVENTION DEVELOPMENT, TRAFFIC CONTROL PLANS, CONSTRUCTION NOISE MANAGEMENT PLAN, TOPOGRAPHIC SURVEYING, GEOTECHNICAL INVESTIGATION
DBE/Minority/Female Goals (Good Faith Efforts), Dept. Of Interior EEO, Davis-Bacon Compliance, Union Labor, American Iron and Steel (AIS), Build America Buy America Act (BABA)
Proposals must be valid for 120 Days. Conditions or exceptions in Subcontractor's proposal are expressly rejected unless accepted in writing. Subcontractor proposals including any conditions or exceptions are required 1 week prior to the RFP submission deadline, which is July 24, 2026 at 5:00PM PST, to allow proper evaluation.
