Johnson Favaro is seeking qualified Los Angeles County CBE-certified firms to join our team as subconsultants for the County of Los Angeles Department of Public Works On-Call Architectural/Engineering and Support Services contract, Category 2: General Projects (RFP No. BRC0000653). The work covers new construction, remodeling, and addition projects of varying sizes at County facilities including animal care centers, office buildings, fire stations, community centers, libraries, museums, galleries, recreational facilities such as parks, pools, and gymnasiums, telecommunication and data/IT facilities, non-HCAI health facilities, and public housing including interim, supportive, and affordable housing.
We are seeking quotes for civil engineering, structural engineering, mechanical engineering (HVAC and plumbing), electrical engineering, fire protection engineering, information technology and low voltage engineering, landscape architecture, cost estimating, interior design and modular furniture, specifications writing, LEED and sustainability consulting, Certified Access Specialist (CASp) services, elevator consulting, hardware consulting, food services consulting, and security consulting.
The County has established a 25 percent participation goal for firms certified under its Community Business Enterprise (CBE) Program, which includes disadvantaged, disabled veteran-owned, minority-owned, women-owned, and LGBTQ-owned business enterprises, and additional preference is given to firms certified as Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), or Social Enterprise (SE) under the County's preference programs.
Subconsultants must maintain an established local office within Los Angeles, Orange, Riverside, San Bernardino, or Ventura County for two complete calendar years prior to the proposal deadline, supported by acceptable proof such as a business license, lease, property record, business tax receipt, or utility bills covering the full two-year period.
Proposed key personnel in civil, structural, and MEP disciplines must hold an active California Professional Engineer's license and have a minimum of ten years of experience on general new, remodeling, and addition projects for governmental agencies. All firms must meet the County's insurance requirements as outlined in Appendix A (Sample Contract), Paragraphs 8.24 and 8.25, and the prime is required to verify subconsultant compliance at the time of proposal submission. Any subconsultant performing prevailing wage work must be registered with the California Department of Industrial Relations (DIR) at the time of proposal submission. No bonding is required for this solicitation, and union membership is not a condition of participation, though selected firms may be subject to the Countywide Community Workforce Agreement on applicable project assignments.
