REQUESTING BIDS FROM ALL DBE SUBCONTRACTORS AND SUPPLIERS IN ACCORDANCE WITH THE CLEAN WATER STATE REVOLVING FUND AND WATER RECYCLING RUNDING PROGRAM FUNDING REQUIREMENTS AND U.S. BUREAU OF RECLAMATION TITLE XVI GRANT PROGRAM FEDERAL FUNDING REQUIREMENTS. SUBCONTRACTORS MUST PROVIDE CURRENT CERTIFICATIONS NO LATER THAN 2 BUSINESS DAYS BEFORE THE BID DUE DATE.
Walsh Construction is bidding, as a prime contractor, the Purified Water Replenishment - San Jacinto Valley Advanced Water Purification Facility Project, Specification No. 1472W, Project No. 25-000427, for Eastern Municipal Water District. The project consists of constructing a new advanced water purification facility and brine-management facilities, including sitework, reinforced-concrete structures, process and electrical buildings, ultrafiltration, primary and secondary high-recovery reverse osmosis, influent and product-water pumping, chemical storage and feed systems, process piping, HVAC and plumbing, medium- and low-voltage electrical distribution, transformers, switchgear, MCCs and VFDs, PLC/HMI/SCADA, instrumentation, communications and security systems, brine evaporation ponds and mechanical evaporators, landscaping, paving, drainage and site restoration.
Walsh is seeking bids from firms for the following services and/or materials; we are willing to discuss breaking out any portion of the work into economically feasible units/ DBE-feasible packages to facilitate DBE participation: DEMOLITION, CLEARING AND GRUBBING, EARTHWORK, EXCAVATION, SHORING, DEWATERING, TRUCKING, SITE UTILITIES, YARD PIPING, STORM DRAINAGE, MANHOLES AND VAULTS, CONCRETE, REBAR, GROUTING, MASONRY, STRUCTURAL STEEL, MISCELLANEOUS METALS, METAL FABRICATIONS, STAIRS, HANDRAILS AND ACCESS PLATFORMS, CARPENTRY, FRP PRODUCTS, INSULATION, ROOFING, FLASHING AND SHEET METAL, WINDOWS, DOORS AND HARDWARE, JOINT SEALANTS, DRYWALL, FLOORING, CERAMIC TILE, ACOUSTICAL PANELS, PAINTING AND PROTECTIVE COATINGS, SIGNAGE, TOILET ACCESSORIES, FIRE EXTINGUISHERS, FIRE SUPPRESSION, PLUMBING, HVAC, ELECTRICAL, MEDIUM-VOLTAGE ELECTRICAL, DUCT BANKS, LIGHTING, INSTRUMENTATION AND CONTROLS, PLC/HMI/SCADA, COMMUNICATIONS, NETWORKING, SECURITY SYSTEMS, NETA TESTING, PAVING, CURBS AND GUTTERS, FENCING, LANDSCAPING AND IRRIGATION, PROCESS PIPING, STAINLESS-STEEL PIPING, THERMOPLASTIC PIPING, HDPE PIPING, FRP PIPING, PIPE SUPPORTS, CATHODIC PROTECTION, CORROSION CONTROL, PROCESS PUMPS, VALVES AND ACTUATORS, ULTRAFILTRATION EQUIPMENT, REVERSE OSMOSIS EQUIPMENT, CHEMICAL STORAGE TANKS, CHEMICAL FEED EQUIPMENT, BRINE POND LINERS, MECHANICAL EVAPORATORS, WATER AND WASTEWATER PROCESS EQUIPMENT, PRE-ENGINEERED METAL BUILDINGS, SURVEYING, GEOTECHNICAL TESTING

Payment and performance bonds may be required. Contact Walsh for any assistance needed for this solicitation including bonding, insurance, equipment, materials, and/or supplies. Quotes must be valid for the same time frame specified by the owner for the contract award. Conditions or exceptions in subcontractor quotes are expressly rejected unless accepted in writing. Subcontractor scope, including any conditions or exceptions, is required 24 hours prior to the bid deadline to allow proper evaluation. For information on availability of plans and specifications and the Bidder policy concerning bonds and/or insurance, please contact our office at 858-715-7200. To assist DBEs, we will divide the total requirements into smaller tasks or quantities and establish a delivery and construction schedule that permits maximum participation when feasible. EPA/SWRCB/USBR Good Faith Efforts and funding forms are required prior to bid day.
Quotations must be valid for the same duration as specified by the Owner for the contract award. Conditions or exceptions in Subcontractor's quote are expressly rejected unless accepted in writing. Subcontractor scope including any conditions or exceptions is required 72 HRs prior to bid deadline to allow proper evaluation. In order to assist Disadvantaged Business Enterprises (DBEs), we will divide the total requirements/large scopes into smaller tasks or quantities/DBE-feasible packages and establish a delivery and construction schedule which will permit maximum participation when feasible. We encourage a DBE joint venture when one firm can't handle the full scope. Walsh requires all subcontractors that further subcontract to flow-down steps 1-5 of the Federal/State Good Faith Efforts (GFE) requirements.
