The Connecticut Department of Transportation (CTDOT) has implemented a disadvantaged business enterprise (DBE) program in order to comply with the directives of the US DOT related to DBE participation when receiving DOT funding. CTDOTis committed to a policy of non-discrimination in awarding bids. When awarding contracts with DBE participation goals, CTDOT will award the contract to the lowest responsible bidder that has a good faith effort to meet that DBE participation goal.

Does this local/state program offer reciprocal certifications with other local/state programs? An applicant for DBE certification in Connecticut that has been certified as a DBE by another state must still forward to CTDOT a copy of the completed DBE application and all supporting documents which were submitted to the home state.

Does this certification expire? Once certified as a DBE, a business remains so certified until its certification is removed under specified procedures. CTDOT cannot require a DBE to undergo a recertification review process more frequently than once every three years. In addition, a "no-change" affadavit is available for download on CTDOT's page for its DBE program. This should be be submitted on a yearly basis to keep CTDOT current on the DBE's status, if the DBE is still certified.

Are there multiple agencies that offer this certification in the state? CTDOT has adopted a Unified Certification Program (UCP) in the state of Connecticut, ensuring that all DOT recipients in the state accept CTDOT's DBE certifications. However, CTDOT is the only DBE certification authority in the State of Connecticut.
