The Delaware Department of Transportation (or DelDOT) establishes contract-specific disadvantaged business enterprise (DBE) participation goals for each contract that contains USDOT-assisted funds. DelDOT uses a median participation figure based on the prior five years to determine the DBE participation goal it establishes, and businesses bidding on the relevant contracts make a good faith effort to meet those goals. The goals the DelDOT DBE program are tailored not only to ensuring that relevant USDOT laws and rules are followed, but to remove barriers to DBEs generally and help DBEs compete outside of the program and in the marketplace generally.
Does this certification expire? DBEs must provide to DelDOT a "no-change" affidavit every year on the anniversary of their original certification.
