The Kansas Department of Transportation (KDOT) maintains a directory of Disadvantaged Business Enterprises (DBEs) as well as handling the certification of disavantaged businesses as DBEs. One a given business is certified as a DBE, they are eligible to be counted towards the participation goal on certain KDOT projects that have a DBE participation goal. Applications are generally completed within 30 to 90 days. A number of supportive services, including but not limited to workshops, training sessions, and consulting services are available to certified DBEs.

Does this certification expire? A DBE must submit an annual affidavit of no change to maintain certification. Every three years, a DBE must complete the initial application and certification process from the beginning.

Are there multiple agencies that offer this certification in the state? The Kansas Statewide Certification Program, through the Office of Minority and Women Business Development for Kansas, also certifies DBEs. The Unified Certification Program within Kansas ensures that such certifications are valid across the state.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? When a DBE participation goal is attached to a project, bidders must make a good-faith effort to meet that goal.
