The Nebraska Unified Certification Program (or NUCP) provides a simplified means for socially and economically disadvantaged firms that wish to be certified as DBEs to apply for such certification. The Nebraska Department of Roads (NDOR) provides the NUCP. When a firm is certified as a DBE, it then becomes eligible to count as going towards the DBE participation goal that may be stipulated on projects receiving US Department of Transportation (USDOT) funding, or the good faith effort to include that firm may also count towards the goal.
Does this local/state program offer reciprocal certifications with other local/state programs? At its discretion, NDOT may accept a firm's certification as a DBE in another state and certify the applying firm as a DBE within Nebraska. If NDOT does not exercise this discretion, the firm must provide other specified documentation and application materials.
Does this certification expire? DBEs must provide no-change affidavits to NDOT on a yearly basis in order for their certifications to remain current.
Are there multiple agencies that offer this certification in the state? NDOT is the sole certifying agency through the NUCP for DBEs in the state of Nebraska.
Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet the DBE participation goal on such projects where a goal attains.
