The North Carolina Department of Transportation (NCDOT) oversees the Disadvantaged Business Enterprise (DBE) program within that state. Businesses wishing to become certified as DBEs may apply if they meet certain criteria involving social and economic disadvantagement. North Carolinian projects receiving US Department of Transportation (USDOT) assistance may have a DBE participation goal that contractors are bound to make a good faith effort to meet. In addition, there are other benefits to being certified as a DBE, such as various business development opportunities and other services.

Does this local/state program offer reciprocal certifications with other local/state programs? NCDOT makes provision for interstate certification but it is not a process of automatic reciprocity. A firm must first be certified as a DBE in its home state if it is seeking interstate certification from NCDOT.

Does this certification expire? DBEs must submit an annual No Change Declaration in order to retain their certification.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet DBE participation requirements on projects including them.
