The Disadvantaged Busines Enterprise (DBE) Program for the State of Utah is administered by the Utah Department of Transportation (UDOT) and exists to give DBEs reasonable opportunity to participate in transportation projects with federal funding attached. Certification as a DBE allows a business to count towards the participation goal on such projects. When such a goal is attached to a project, participants must make a good faith effort to include DBEs. DBEs certified by UDOT are also listed in a DBE directory.

Does this local/state program offer reciprocal certifications with other local/state programs? Specific provisions are made for interstate certification, however, this certification is not automatic. A firm must be certified as a DBE in its home state first.

Does this certification expire? DBEs must use the Annual Update packet provided by UDOT to keep their certification valid.

Are there multiple agencies that offer this certification in the state? The Utah Unified Certification Program is the sole certifying entity in Utah for DBEs.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? If a given project has a DBE goal, bidders must make a good-faith effort to meet it.
