The Vermont Agency of Transportation (VTrans) administers the Disadvantaged Business Enterprise (DBE) program for the state of Vermont. The DBE program is federally mandated as a condition of receiving US Department of Transportation (USDOT) funds on certain transportation projects. When a DBE is certified by VTrans, it is then eligible to be counted towards the DBE participation goal on those projects, as participants are required to make a good faith effort to involve DBEs. DBEs are also listed in a VTrans directory. Certification must be updated annually.
Does this local/state program offer reciprocal certifications with other local/state programs? Out-of-state certification is available to firms that are already certified as DBEs in their home state. This process is not automatic, however.
Does this certification expire? An annual update form must be provided on a yearly basis for a DBE to stay current.
Are there multiple agencies that offer this certification in the state? VTrans is the sole certifying member of the Vermont Unified Certification Program.
Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to reach the DBE participation goal on projects which include a DBE goal.
