The City and County of San Francisco frequently applies Local Business Enterprise (LBE) participation goals on its contracts, but a company must first be certified as an LBE to take advantage of this program. Through the city's Contact Monitoring Division, businesses with their primary place of business in San Francisco can become certified as an LBE. And, including contract set-asides for LBEs, certified firms are eligible to receive bid discounts and rating bonus points when bidding on contracts as primes.
Does this program require bidders attempt to make a good-faith effort to meet participation goals? The Contract Monitoring Division for the City of San Francisco establishes LBE participation goals. These goals require all City Agencies to award specific percentages of their contracts to LBEs. Regulations state that (with certain exceptions) all bidders/proposers shall undertake adequate good faith outreach to LBE subcontractors.
Is any loan or bonding assistance provided through this program? The City of San Francisco operates the Surety Bond Assistance Program, available at https://sf.gov/information/surety-bond-assistance-program, for the benefit of certified Small or Micro LBEs.
