Bay Area Rapid Transit's (BART) Office of Civil Rights (OCR) manages the Economic Opportunity Policies and Programs (EOPP), which administers its Small Business Entity (SBE) and Local Small Business (LSB) programs. To be eligible to be certified by BART as an SBE, a firm must meet the ownership Personal Net Worth cap of $1.32 million, as well as meeting the U.S. Small Business Administration's (SBA) size standards, and the USDOT annual gross receipts cap of $26.29 million. Businesses certified by the California Department of General Services (DGS) are also eligible to be considered small businesses by BART on non-federally-funded projects. BART will also consider businesses to be Local Small Businesses (LSBs) if they are DGS-certified as small businesses and located in Alameda, Contra Costa, or San Francisco counties.
