Under the Alameda County Transportation Commission’s (Alameda CTC’s) Local Business Contract Equity (LBCE) Program, the following is offered on contracts funded by specific local sources with no state or federal funding, for eligible local businesses:

  • For professional services, credits are offered for contract award for each goal met: 70.0% Local Business Enterprise (LBE) goal and 30.0% Small Local Business Enterprise (SLBE) goal.
  • For construction, goals must be met, otherwise LBCE Program-specific good faith efforts must be made: 60.0% LBE goal and 20.0% SLBE goal.

 

Does this local/state program offer reciprocal certifications with other local/state programs? No, Alameda CTC does not offer and does not accept reciprocal certifications.

Does this certification expire? Alameda CTC certifications are valid for a period of two years, after which eligible local businesses will need to apply for certification or recertification as applicable.

Does this program require bidders attempt to meet make a good-faith effort to meet DBE goals? The DBE Program requirements do not apply if the LBCE Program applies. LBCE Program-specific good faith efforts are required if bidders on construction contracts do not meet LBCE goals; see the LBCE Program policy for more details.
