The Office of Minority & Women Business Development (OMWBD) for the City of Indianapolis certifies minority (MBE), women (WBE), veteran (VBE), and disability-owned business enterprises (DOBE) for the purposes of city procurement. The city also maintains a list of certified business in such categories. The current City utilization goals are 15 percent MBE participation, 8 percent WBE participation, 3 percent VBE participation, and 1 percent DOBE participation.

Does this program offer reciprocal certifications with other programs? Businesses certified with the Indiana Department of Administration (IDOA) or the Indiana Department of Transportation (IDOT) may submit supporting documents with their application, which can expedite their OMWBD application.

Does this certification expire? Certification is valid for a period of three years. A Statement of No Change must be submitted annually to remain valid within that period. After three years, certification may be renewed through application with the OMWBD.
