The Minority and Women-Owned Business Division at the Arkansas Economic Development Commission oversees the state's minority and women-owned business certification process. In addition to certification, it maintains directories of state-certified minority and women-owned businesses. Certification lasts two years and can be renewed with an affidavit. The Minority and Women-Owned Business Division also administers a Minority Business Loan Mobilization Program, which helps eligible minority business enterprises obtain the funding they need in order to get started on a state-funded project.
Does this local/state program offer reciprocal certifications with other local/state programs? The Division certifies minority and women-owned enterprises on behalf of all of the state agencies, colleges and universities in Arkansas.
Does this certification expire? MWBE certification must be re-applied for every two years. A re-certification affadavit is used in this procedure, although firms that have not had an on-site review in the prior two years may be subject to a review.
Does this program require bidders attempt to perform a GFE? State agencies are strongly encouraged, but not required, to seek viable and growth-oriented minority and women-owned businesses to participate in procurement opportunities.
Is any loan or bonding assistance provided through this program? The Minority Business Loan Mobilization Guaranty Program helps Arkansas state-certified minority businesses with loan guarantees.
