The Office of Business Opportunity (OBO) for the City of Houston has the goal of encouraging the participation of small businesses owned by historically underutilized groups and persons, such as Minority, Women, and/or Small Business Enterprises (MWSBEs) and Persons with Disabilities Business Enterprises (PDBEs). Certification as such gives a business an edge when it comes time to take part in City of Houston projects with MWSBE or PDBE participation goals.
Does this certification expire? Certification is valid for a period of three years. After this period, certification must be updated using specified procedures.
Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet the participation goal as part of contract compliance when such a goal has been attached to a given project.
