NOTICE OF PUBLIC MEETING

The City of Madera is the recipient of grants through the United States Department of Transportation Federal Transit Administration (FTA). It is the policy of the City to ensure that Disadvantaged Business Enterprises (DBEs) have an equal opportunity to receive and participate in FTA-funded contracts.

Notice is hereby given that on Thursday, March 27, 2025, in the Madera City Council Chambers, located at 205 West Fourth Street, Madera, California, at the hour of 11:00 AM; the Grants Department of the City of Madera will hold a public meeting to consult with the public on the following matters:

The City of Madera, Madera Metro welcomes your advice before a decision is made on developing and/or assessing a proposed Triennial DBE (Disadvantaged Business Enterprise) Goal for Federally funded Transit Projects for FFY2024-25, 25-26 and 26-27.

Triennial Disadvantaged Business Enterprise (DBE) Goal Methodology for Federally Funded Transit Projects FFY 2024/25, 2025/26, and 2026/27

Calculated Triennial DBE Goal for Federal Transit Administration (FTA) funded projects using California Department of Transportation's (Caltrans) DBE goal methodology as follows:

1. Identified projects and determined the amount of FTA Funds that the City of Madera (City) will be receiving for federally funded projects and contracts for FFY 2024/25, 2025/26, and 2026/27. The City of Madera anticipates $6,958,410.97 of federal funds to be allotted to contracts for this period. In FFY2024/25, the City will be awarding a contract for Transit Operations Services, the amount anticipated for this contract for FFY2024/25 is $2,247,917.43, the amount anticipated for this contract for FFY2025/26 is $2,318,726.82, and the amount anticipated for this contract for FFY2026/27 is $2,391,766.72. There are no other federally funded projects or contracts anticipated for FFY 2024/25, 2025/26, and 2026/27.

2. Reviewed all cost estimates for federally funded contracts.

3. Determined from the cost estimates what work items by NAICS Code would typically be done by the prime contractor and what work items could be subcontracted out. This does not mean that if the prime contractor is capable of performing all the work items, then no work can or will be subcontracted out - good faith efforts were made by the City in identifying work items that may be subcontracted to attain DBE participation. The value of work that could be subcontracted out was determined to be $84,291.49.

4. For the work items that could be subcontracted, NAICS Codes from the California Department of
Transportation's website at https://caltrans.dbesystem.com were identified as shown in Table 1: Applicable NAICS Codes.

5. Determined the DBE Work Factor* for each item of work as shown in Table 2: DBE Work Factors.

6. Searched for certified DBE's using the California Unified Certification Program (CUCP) website at
https://caltrans.dbesystem.com to find the total number of DBEs for the corresponding NAICS code
categories, that were ready, willing, and able to perform the work. Also, per the Caltrans method,
categories with seven or fewer DBEs are not factored into the search. Results of the search are detailed
in Table 3: DBE Search Results.

7. Calculated the DBE goal percentage as zero (0) percent. The total DBE work amount $84,291.49 times one (1) percent equals $8,429.15. The one percent factor is our base figure and represents the overall DBE
availability. Divided the base figure of $8,4391.49 by the total work item $84,291.49 to arrive at the zero
(0) percent. ($8,439.49 / $84,291.49 = 0.1).

8. Confirmed that as a condition of being authorized to bid or propose on FTA-assisted contracts for bus
purchases that each WM (Transit Vehicle Manufacturer) has complied with the requirements of 49 CFR
Part 26 (the DBE participation program).

*This is the percentage of work that can be performed by a DBE subcontractor for each item of work.
