WSP USA Inc. (WSP) is seeking Disadvantaged Business Enterprises (DBEs) and non-DBEs to provide support services for a Task Order/On-Call Engineering Contract with the Inland Empire Utilities Agency (IEUA). Interested firms should be able to provide one or more of the following capabilities to support this contract: 1) wastewater treatment (new construction and rehabilitation); 2) legal description preparations (survey and mapping); 3) grant writing services; 4) pavement management; 5) financial/cash flow analysis for public works programs; and 6) sustainable infrastructure services. Interested DBEs should have current certification(s) as a DBE with Caltrans/CUCP/USDOT, SBA, EPA, or a similar, EPA-accepted certifying agency. (Note: for this RFP, a DBE is a disadvantaged-, minority-, or woman-owned business enterprise that has been certified by an entity from which EPA accepts certifications as described in 40 CFR 33.204-33.2015 or certified by EPA. EPA accepts certifications from entities that meet or exceed EPA certification standards as described in 40 CFR 33.202.)

WSP is conducting itself in good faith with regard to DBE and non-DBE firm participation on this project. Additionally, to the extent that it is feasible, WSP will attempt to assist qualified subcontractors to secure any necessary bonds, lines of credit, and insurance coverage that may be required under this contract.
