GRANT WRITER SERVICES INVITATION TO SUBMIT A REQUEST FOR QUALIFICATIONS (RFQ)
The Jackson Water Supply Corporation (JWSC) is seeking to enter into a grant writer services contract. The JWSC is in the process of applying for funding through the Texas Water Development Board (TWDB). Interested firms may submit an RFQ according to the following criteria. The JWSC reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the JWSC.
Project Description: The JWSC will be adding one or two new water wells. A new Plant with: a 100,000-gal. GST, service pumps and pressure tank. A second plant with a well, a 200,000-gal. EST. Approximately, 12.6 miles of HDPE pipe with isolation valves. And two generators.

I. Scope of Work: The grant writer contract will encompass all project-related services for the JWSC, including but not limited to the following:
• Act as a “liaison/Project Manager” with the Texas Water Development Board (TWDB), Texas Commission on Environmental Quality (TCEQ) and the Engineer.
• Preparation of an DWSRF Application for the TWDB, in accordance with all requirements of the TWDB.
• Assist with and coordinate the submission of all required documentation with the necessary agencies.
• Maximize grant/loan forgiveness potential of the project, including but not limited to disadvantaged community and green project documentation and substantiation.
• Assist with the Preparation of the bid packet to ensure compliance with all Federal cross-cutters that apply.
• Assist with Construction materials compliance with TWDB/Federal requirements.
• Assist with payment invoice submission to the TWDB and assist with paperwork as necessary.
• Assist the JWSC in maintaining all required documents and documentation of activities related to the DWSRF process.
• Coordinate and cooperate with all parties working on the project.
• Other special services as may be required.


II. Statement of Qualifications: The JWSC, is seeking to contract with a competent grant writer, which has had experience in the following areas:
• Experience with Public Drinking Water system projects.
• Experience with SRF projects.
• Experience working with the TWDB and TCEQ.
• Projects located in the state of Texas.
• Experience with the Environmental Review and Approval process.
• Experience with “Equivalency” Projects.
• Experience working with Disadvantaged Communities.
As such, please provide within your proposal a list of past TWDB projects with contact information, as well as resumes of all persons who will or may be assigned to this project, if you are awarded the grant writer services contract.
Dateline For Submission: If your firm is interested in being considered for this project, proposals must be received no later than 4:00 PM on Thursday, June 27, 2024, at the JWSC, 17764 County Road 26, Tyler, TX 75707. Please provide: one (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material “TWDB GRANT WRITER RFQ”.

The JWSC reserves the right to negotiate with all grant writers or firms that submit proposals, as per the Texas Professional Services Act. Qualified SBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation. The JWSC affords Affirmative Actions to qualified small, minority and women-owned businesses. Please note that the successful respondent is required to make a “good faith effort” toward affording opportunity for qualified SBE, MBE and WBE participation and submit, if required, supporting documentation to the TWDB.
III. Additional Information
A. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB).
B. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
C. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
