Huff Construction Company, Inc. invites qualified subcontractors and vendors to submit bids for the ground-up construction of a 4-story, 79-unit, 100% affordable rental apartment building located at the end of Pacific Avenue in Livermore, CA.
The project scope includes, but is not limited to:
Site clearing, grading/paving, wet/dry utilities, landscaping, site concrete, fencing, playground installation, building concrete, structural and miscellaneous steel, rough carpentry, finish carpentry, casework, waterproofing, sheet metal, single-ply roofing, caulking, insulation, fiber cement siding, drywall/metal stud, paint, tile, flooring, T-bar ceilings, doors and hardware, windows and storefronts, appliances, signage, elevator, fire sprinklers, plumbing, HVAC, electrical, fire alarm, low-voltage wiring, and final site cleanup.
Prevailing Wage and Hiring Requirements
This project requires compliance with State (California DIR) and Federal (Davis-Bacon Act) prevailing wage rates, with the higher rate prevailing. The current federal wage decision is CA20240019, Mod 20, published 10/18/2024, and is subject to change until the lock-in date. The project includes hiring and outreach goals under Measure A1, requiring at least 30% of construction hours be worked by Alameda County residents, 5% by disadvantaged community residents, 25% of County funds awarded to Alameda County businesses, and 20% awarded to small local businesses, which may overlap with local contracting. Additionally, HUD Section 3 and MBE/WBE requirements prioritize hiring low-income residents and contracting with Section 3 businesses, Minority-Owned Businesses (MBE), and Woman-Owned Businesses (WBE). Contractors must submit weekly certified payrolls and outreach data via Elation Systems and provide post-award compliance reports.
