REQUEST FOR STATEMENT OF QUALIFICATIONS GEOTECHNICAL
Wasteline Engineering, Inc. (Wasteline) is seeking a request for qualifications (RFQ) for services associated with geotechnical report at the existing wastewater treatment plant. The RFQ and subsequent contract for services will be in accordance with the Texas Water Development Board funding programs. Wasteline reserves the right to accept or reject any or all proposals for any reason deemed to be in its best interest. Project Description: The goal of this project is to provide a comprehensive geotechnical report for an existing wastewater treatment plant, for the City of Arp, Texas, to support ongoing operations, maintenance, and potential future expansion. The geotechnical analysis will focus on evaluating the site's subsurface conditions, providing critical insights into soil properties, groundwater levels, and potential geotechnical risks. This will aid in ensuring the stability and safety of current infrastructure and support decision-making for any improvements or modifications.
Scope of Work and Duties Include (This Section Shall be required in the Contract with Wasteline to be
considered for selection):
1. Site Investigation and Data Collection
A. Conduct field investigations to gather data on soil types, compaction levels, and moisture content.
B. Perform soil borings and standard penetration tests (SPT) at key locations throughout the plant, particularly in areas of critical infrastructure such as treatment tanks, digesters, and access roads.
C. Survey and document existing site conditions, including nearby groundwater tables and soil characteristics.
2. Geotechnical Laboratory Testing
A. Perform laboratory testing on collected soil samples to determine properties such as grain size distribution, shear strength, consolidation characteristics, and Atterberg limits.
B. Evaluate the potential for soil expansion, settlement, and liquefaction based on
laboratory findings.
3. Site Risk Assessment
A. Identify potential geotechnical hazards such as slope instability, soil liquefaction, or
groundwater migration, especially in areas where plant expansions or new construction
may occur.
B. Assess the impact of any identified risks on the functionality and safety of the wastewater treatment plant.
4. Report Preparation
A. Summarize the findings of the geotechnical investigation, including recommendations for foundation design, drainage systems, and potential mitigation strategies.
B. Provide design parameters for future construction or expansion, considering soil
conditions and potential site-specific challenges.
C. Include a detailed assessment of the site’s subsurface conditions, highlighting any
limitations or challenges that could affect project timelines or costs.
5. Final Report
A. Compile and tabulate all collected data to be included in the final report; and
B. Prepare and submit three (3) copies of the final report.
6. TWDB Compliance Requirements
A. Subcontractor shall be responsible to submit compliance documentation/copies of all
federal crosscutters that are required by the TWDB/SRF programs including but not
limited to:
Davis Bacon Act compliance (weekly prevailing wage documentation), BABA,
American Iron and Steel Act, etc., that apply to activities under this contract.

B. Failure to submit required forms or proof of crosscutter compliance may result in delay
or rejection of billing invoices.
7. Deliverables
A. A final Geotechnical Report containing detailed findings, analyses, and recommendations.
B. A set of comprehensive soil investigation data and test results.
C. Risk assessments related to subsurface conditions and plant operations.
D. Recommendations for foundation design, soil stabilization, and drainage considerations.
Statement of Qualifications: Wasteline is seeking to contract with a competent firm which has and provides documentation for experience in the following areas:
• Experience working with TCEQ on Wastewater Treatment Plant projects and resolving
compliance issues.
• Experience with TWDB-funded construction projects and compliance with SRF
requirements.
• Experience with Projects located in this region of the state.

Dateline For Submission: If your firm is interested in being considered for this project, proposals must be received no later than 5:00 p.m. on Thursday, March 13, 2025, at the office of Wasteline Engineering, Inc., 208 South Front Street, Aledo, Texas 76008. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material “I&I STUDY RFQ”.

1. This contract is contingent upon release of funds from the Texas Water Development Board
(TWDB).
2. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be
funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments,
agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
3. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business
Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of
Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that
applicants and prime contractors make a good faith effort to award a fair share of contracts,
subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
