The Gwinnett County Board of Commissioners has voted in favor of commissioning a disparity study into the County's utilization of minority- and woman-owned business enterprises (MWBEs) in its public procurement. The study will specifically examined if MWBEs are underutilized relative to their statistical availability in the area, and, if so, form part of the legal basis on which remedies for that underutilization might be instituted.
The County has never before conducted such a study. Consequently, there is no prior available data on the County's utilization of MWBEs in its contracting procedures. The disparity study is expected to take 18 months to finish once it is begun.
Commission Chairwoman Nicole Love Hendrickson has speculated that contract unbundling could provide benefits in increasing MWBE participation, but the County will need to wait for delivery of the study to take concrete action.
