Bill on increasing SDVOSB utilization considered

The U.S. House of Representatives is considering a bill, H.R. 3511, which, if passed, would direct the U.S. Small Business Administration (SBA) to provide training to various federal agencies that do not succeed in hitting the federal target of 3 percent of total procurement spending with service-disabled veteran-owned small businesses (SDVOSBs).

The bill additionally requires the Administrator of the SBA, within six months of the bill's passage, to issue guidance and best practices, in consultation with the Office of Veterans Business Development, on increasing SDVOSB contracting. The Administrator is also required, within one year of the bill's passage, to begin making annual reports to Congress on the trainings it provided to agencies failing to reach the 3 percent SDVOSB contracting goal.
