Federal bill raises government-wide SDVOSB goal

Among numerous other provisions, the recently-passed National Defense Authorization Act (NDAA) for Fiscal Year 2024 has raised the government-wide goal for utilization of Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) from three percent to five percent. The National Veterans Small Business Coalition (NVSBC) heralded the change, after spending two years working to with members of Congress and others to implement the rise.

The new NDAA also forbids the government from counting self-certified SDVOSBs towards the new five percent goal, meaning any SDVOSBs wishing to benefit from the goal must be formally certified by the Small Business Administration (SBA). Self-certified SDVOSBs were already prohibited from being counted towards prime contract goals, but now they will not be counted regardless of whether their participation is as a prime or a subcontractor. This new prohibition is expected to go into effect on October 1st of 2024.
