NYC Charter Revision Commission recommends formalizing Chief Business Diversity Officer role

The New York City Charter Revision Commission which was convened in May of 2024 by order of Mayor Eric Adams has issued a Final Report which contains recommendations for certain proposals to be presented to New York City voters as proposed amendments in the November 5th, 2024 general election.

Among these proposals is codifying the appointment of a Chief Business Diversity Officer (CBDO), who would be authorized to "evaluate the efficacy of the City's policies to address disparities in
procurement", be a point of contact for minority- and woman-owned business enterprises (MWBEs), and propose changes to policy affecting MWBEs. The position of CBDO was previously created by order of Mayor Adams, in 2023 - however, the position of CBDO does not have a clear definition in the City's charter, which the new proposal would create. When formalized in the Charter, the CBDO would have clear authorization for proposing MWBE policy.

The current CBDO who was appointed by Mayor Adams, Michael Garner, and New York State Assembly Member Rodneyse Bichotte Hermelyn, both advocated during the Revision Commission's hearings process for the creation of fully-fledged MWBE agency, separated from the Department of Small Business Services, which the MWBE program currently operates under. This proposal was not incorporated into the Commission's recommendations, but Garner has spoken on continuing to advocate for the creation of such an agency.
