The Minnesota Department of Transportation (MnDOT) has published a set of DBE Special Provisions ahead of contract lettings for February 26, 2025. The new provisions will be applicable to all contracts let on or after that date.
The new provisions include a requirement for DBE documentation to be due on the fifth day after a bid letting (at any time during that fifth day), only accepting submissions electronically by means of email, allowing for a 40 percent credit for purchasing from a DBE distributor that "neither maintains sufficient inventory nor uses its own distribution equipment for the products in question", and updated forms for dealer/distributor affirmation and the Exhibit A (or DBE Description of Work and Field Monitoring Report) form, among other various updates and revisions.
