The Leon County Commission recently voted to end the County's Minority/Women Business Enterprise (MWBE) Program (which was administered jointly with the City of Tallahassee). In its place, the County will shift towards using its existing Small Business Enterprise Program exclusively.
The action was taken as a result of the Florida State Senate Bill 1134, which was passed into law on April 22, 2026, which prohibits local governments in the state from "funding, promoting, or taking official action" in relation to "diversity, equity, and inclusion". The Small Business Enterprise program, which is unaffected by SB 1134, and County contracts up to $300,000 are reserved for SBEs.
The County Commission expects to fully rewrite its procedures to shift relevant contracting functions entirely to the SBE program later in the fall of 2026.
