VDOT publishes proposed DBE goal for 2027 through 2029

The Virginia Department of Transportation (VDOT) has published its triennial Disadvantaged Business Enterprise (DBE) participation goal for fiscal years 2027 through 2029. VDOT is required by law to set and publish such goals as a condition of receiving federal transportation funding.

The overall goal for DBE participation for the period has been proposed to be 5.14 percent. VDOT has proposed for this total figure to be met with 4.11 percent coming from DBE-conscious methods and the remaining 1.03 percent from DBE-neutral methods. VDOT sets this proposed goal based on evidence of the availability of DBEs relative to non-DBE businesses that are "ready, willing, and able" to participate on VDOT contracts.

VDOT is currently soliciting public input on the goal through September 25, 2026. Comments on the goal may be sent to:
